This public-access resource is based on the official Guide pratique pour l’évaluation des valeurs communes de la société québécoise and aims to help candidates prepare effectively for the mandatory test required by MIFI.
It is also designed for Regulated Canadian Immigration Consultants (RCICs) who wish to share it with their clients applying for Québec immigration programs.

Who must obtain the attestation
According to the MIFI, since January 1st, 2020, you must demonstrate your knowledge of democratic values and Québec values as expressed in the Charter of Human Rights and Freedoms if you submit an immigration application under one of the following programs:
- Quebec Skilled Worker Selection Program;
- Regular Skilled Worker Program (since November 29, 2024, applies only to accompanying persons included in an application for addition);
- Quebec Experience Program (since November 19, 2025, applies only to accompanying persons included in an application for addition);
- Pilot Program for Permanent Immigration of Food Processing Workers (as of January 1st, 2026, will apply only to accompanying persons included in an application for addition);
- Pilot Program for Permanent Immigration of Orderlies (as of January 1st, 2026, will apply only to accompanying persons included in an application for addition);
- Pilot Program for Permanent Immigration of Workers in the Artificial Intelligence, Information Technology and Visual Effects Sectors (as of January 1st, 2026, will apply only to accompanying persons included in an application for addition);
- Entrepreneur Program;
- Self-Employed Worker Program;
- Investor Program.
Accompanying family members must also demonstrate their knowledge of Québec values, with the exception of:
- Dependent children under 18 years of age;
- Persons with a permanent physical or cognitive disability that prevents them from obtaining the attestation.
