Prepare for recognition as a Québec immigration consultant through the structured and practice-oriented program by Jurislocator™, designed for Regulated Canadian Immigration Consultants (RCICs) who wish to obtain official recognition from the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) in order to legally advise, assist, or represent clients in Québec immigration matters.

Holding a valid license issued by the College of Immigration and Citizenship Consultants (CICC) is not sufficient to practice as an immigration consultant in Québec. To legally practice within the Québec framework, official recognition from the MIFI is required. Once recognized, consultants have their names added to the Québec Register of Immigration Consultants.

This program is intended to help RCICs understand the main legal, regulatory, and procedural obligations applicable in Québec while effectively preparing for the assessment leading to recognition as a Québec immigration consultant.

The published program includes 9 main units:

  1. The Canada–Québec Accord Relating to Immigration and Temporary Admission of Aliens
    Analysis of the bilateral agreement governing the sharing of responsibilities between the federal government and Québec regarding permanent immigration, temporary admission, and selection.
  2. Section 95 of the Constitution Act, 1867
    Study of the shared jurisdiction between the Parliament of Canada and provincial legislatures regarding immigration.
  3. The Québec Immigration Act (2016, chapter I-0.2.1)
    Overview of Québec’s immigration framework legislation, its objectives, structure, ministerial powers, and enforcement mechanisms.
  4. The Québec Immigration Regulation (chapter I-0.2.1, r. 3)
    Study of the main rules applicable to foreign nationals, immigration categories, selection conditions, and regulatory requirements established by Québec.
  5. The Regulation Respecting Immigration Consultants (chapter I-0.2.1, r. 1)
    Review of recognition conditions, professional obligations, rules applicable to recognized consultants, and consequences related to non-compliance with the regulatory framework.
  6. The Regulation Respecting Immigration Procedures (chapter I-0.2.1, r. 5)
    Presentation of procedural rules relating to application submissions, documents, communications, deadlines, and administrative requirements applicable before the MIFI.
  7. The Common Values of Québec Society
    Study of the common and democratic values of Québec society, including equality, democracy, the primacy of the French language, state secularism, and participation in Québec society.
  8. The Act Respecting Administrative Justice (J-3), sections 2 to 8
    Analysis of the fundamental principles of administrative justice applicable to administrative decisions, including procedural fairness, impartiality, quality of service, and the right to be treated with respect.
  9. Online Immigration Procedures
    Practical presentation of the main digital procedures used for Québec immigration applications, including:
